The IWA / IAHR Joint Committee on Urban Drainage (designated hereafter as JCUD) and its activities are described in three other companion documents :

 

i) the ‘JCUD statutes’,

ii) the ‘JCUD collaborations’ and

iii) the ‘JCUD account rules’.

 

1. Introduction

Since its creation in 1981, the IWA / IAHR Joint Committee on Urban Drainage (JCUD) has been operated jointly by the International Water Association (IWA), as the Specialist Group on Urban Drainage (SGUD), and the International Association on Hydraulic Engineering and Research (IAHR), as the Technical Section on Urban Drainage within the Technical Division II “Applied Hydraulics”. This joint oversight has been established to emphasize and promote effective interactions between experts on hydraulic aspects (main focus of IAHR) and on water quality aspects (main focus of IWA); such aspects are intrinsically inter-related in the field of urban drainage.

2. Objectives

The JCUD aims to foster fundamental and applied research on urban drainage, taking into account meteorological, hydrological, hydraulic, water quality and socio-economic aspects, and promote innovative approaches to urban drainage worldwide. Among its specific interests are urban water quality, sewer sediments, source control, stormwater management, combined sewer overflows, real time control of urban drainage systems, drainage in cold and alpine climates, and data and models for urban water. The JCUD operates a number of Working Groups and holds triennial international conferences and many specialty international conferences. Frequent and productive interactions among JCUD WGs should be constantly promoted. The JCUD strives to maintain its long-standing broad international recognition as a prominent contributor to the advancement of the scientific knowledge in the field of urban drainage. It considers its activities in the wider context of urban water systems, with the ambition of developing and promoting a sustainable and integrated urban water management. This implies that the JCUD and its Working Groups are proactive in establishing links and collaboration with specialist groups within IWA, IAHR and outside of these associations, in order to promote its field, capabilities and contributions in such an expanded domain.

 

3. Composition and working groups

The JCUD comprises a management committee with up to 12 members, elected for a 3-year term (with the possibility of serving a second 3-year term, and a further extension in the case of the chairman elected during the second term of service). The management committee members’ specialties should reflect the various topics addressed by the JCUD and, as much as possible, the members should represent active research communities in the different regions of the world. The JCUD operates and coordinates a number of Working Groups, each having large autonomy in defining its operational rules of work. 4. Main activities

The JCUD aims to achieve its objectives by means of various types of activities listed below. Since 1981, the JCUD organizes the triennial International Conference of Urban Drainage (ICUD). Recognised as the most important international events in the field of urban drainage, the ICUDs are held in different parts of the world by groups of active researchers selected and designated by the JCUD after a competitive assessment of submitted proposals. Since 2005, the Poul Harremoës Award for the best urban drainage paper by a young author is presented during each ICUD. The JCUD requests sponsorship from parental organizations (IWA and IAHR) for and promotes specialty conferences organized by its WGs, co-sponsors other conferences and events organized by other groups where urban drainage issues are significant (e.g., the triennial Novatech conferences organised by the GRAIE in Lyon, France; the annual DiffPoll conferences organized by the IWA SG on Diffuse Pollution; and other events selected on the basis of their merit). The JCUD is represented in and actively contributes to the programme and sessions of the IWA Biennial World Water Congress and the IAHR Biennial Congress. The JCUD contributes to the dissemination of knowledge and practice by means of: - ICUD proceedings - IWA and IAHR journals - initiating or sponsoring review and/or position papers prepared by its members and presented at conferences or published in journals, and - initiating or participating in preparation of scientific monographs. The JCUD publishes an annual Newsletter, disseminated electronically using the JCUD e-mail list and also by IWA and IAHR using their own lists. The JCUD and its WGs disseminate information about their activities by means of webpages hosted by (or having hyperlinks on) both IWA and IAHR websites. The JCUD promotes its topics, role and activities in, and contributes to the general policy of its parental organisations.

 

5. Collaborations

In order to both develop its own main topics on urban drainage and to contribute to a sustainable integrated urban water management, the JCUD and its WGs establish collaborations with other national or international groups and agencies. These collaborations are detailed in the ‘JCUD collaborations’ document, which can be updated more frequently than the mission statement.
